Rules Commission Councillors' Meeting Minutes

1. Chairman's remarks and welcome

The Chairman Ashot Vardapetyan welcomed the Councillors to Goynuk.

2. Guidelines for the organisers

No more remarks from Councillors to the guidelines. The document will be presented for further discussion during the RC Meeting. For details see appendix 1.

3. Amendments to the Laws of Chess 2017

After publication of the RC proposal regarding amendments to the Laws of Chess 2017 (see appendix 2 published in 2017 FIDE Congress Agenda and Annexes), RC has received many question and remarks. After discussion, the Chairman proposed to use the same regulation regarding an illegal move for standard, rapid and blitz games. After approval by FIDE Executive Board, the amended regulations shell be valid from 1 January 2018. For details see appendix 3. This will need to be publicized widely.

4. Interpretation of the Laws of Chess made with Arbiters’ Commissions

On 14 of June 2017 an online Conference was organised by the FIDE Arbiters' Commission, in cooperation with the FIDE Rules Commission. In this Conference a number of very experienced International Arbiters, mainly members of the FIDE Arbiters' and Rules Commissions, were invited and participated. During the Conference interpretations about the new Laws of Chess, valid from 1 July 2017, were discussed and agreed to be in effect. For details see appendix 4.
It was agreed that the Arbiters’ Manual shall be discussed by ARB and RC before publication. A meeting with the ARB Chairman is needed to discuss further successful cooperation.

5. Amendments of the Competition Rules

Amendments of the Competition Rules is scheduled for the 2018 FIDE Congress in Batumi, Georgia. The first draft was discussed (see appendix 5) and will be presented for further discussion. RC agreed that name of this document shall be changed to avoid misunderstanding with a part of the Laws of Chess, which is also called Competition Rules (see the content of the Laws of Chess).

6. Question received

There was a discussion about some cases from the chess tournaments, as well as about some cases, which has been published in the Arbiters’ Magazine. Such remarks will help to improve Laws of Chess in the next edition planed for 2021.

7. Other

There was a discussion about dress code, change of the gender by chess player and copyright for the chess games. All these matters shall be referred to the appropriate FIDE commissions.
It was agreed, that after successive implementation of the Guidelines for the Organisers, a Guidelines for Appeal Committee Members shall be prepared by the RC for further discussion.
